Procurement needs are often initiated by employees without formal procurement expertise. They must still provide information on the type of procurement, estimated value, recurrence, duration and possible medical relevance before the appropriate procedure can be assessed. Incomplete or unclear requests can lead to additional clarification and coordination. The challenge is therefore not a lack of rules, but the absence of simple, situation-specific guidance for non-expert requestors.

The thesis combined a targeted literature review, an analysis of Swiss public procurement requirements and the client organisation’s internal procurement guidelines, requirements engineering and iterative MVP development. Selected legal and organisational rules were translated into a browser-based Procurement Wizard using plain-language questions, predefined decision logic and a structured procurement summary. The MVP was evaluated in two qualitative Think-Aloud sessions with one procurement expert and one non-expert employee.

The result is a functional web-based Procurement Wizard that guides users through an internal catalogue check, procurement category, one-time or recurring need, estimated value and possible medical relevance. For recurring needs, it calculates a simplified four-year reference value. The Wizard provides a preliminary procedural recommendation, explains the next steps and generates a structured procurement summary for the procurement office. Construction and medically sensitive cases are referred for professional assessment rather than decided automatically. The evaluation provided initial evidence that the concept is understandable and feasible in the tested scenarios. For the client organisation, the MVP offers a practical basis for improving the quality and structure of initial procurement requests, reducing avoidable clarification and supporting earlier orientation. Broader testing, secure submission and workflow integration are recommended before operational rollout.
