RAILplus in the Meter-Gauge Railway Network: Opportunities for Digital Collaboration
RAILplus facilitates collaboration between meter-gauge railways and strengthens their collaborative relationships. The objective of this study is to identify the potential for optimising existing platforms and developing new joint solutions, including AI applications and shared data platforms.

RAILplus is a cooperative platform and joint political voice for meter-gauge railways. Despite the deployment of various digital tools, challenges persist. These include varying levels of digital maturity, complex IT environments, and insufficient alignment of stakeholder requirements. These factors hinder the optimal use and further development of shared digital solutions.
The analysis was conducted from both internal and external perspectives, utilising a range of methods including interviews, surveys and a workshop. An examination was conducted of the existing tools with regard to their effectiveness, the factors that contribute to their success, and their limitations. Externally, the potential for synergy was identified and evaluated, with particular reference to the fields of AI, shared platforms and improved data exchange.
RAILplus has established a robust foundation for digital collaboration with Microsoft 365 and education platforms, enabling centralised coordination, communication, and document sharing. The future potential of AI lies in the development of joint applications, including predictive maintenance, automated document validation (PGV), and the establishment of a centralised knowledge platform. It is acknowledged that discrepancies in digital maturity may be addressed through the implementation of targeted support measures, the execution of pilot projects, and the adoption of shared governance models. The study recommends the creation of an AI governance group, the conducting of onboarding workshops, and the expansion of shared data platforms. These measures would serve to consolidate RAILplus' role as a coordinator and position it as a digital enabler for the future of meter-gauge railways.
