The Municipality of Zuchwil is currently grappling with several challenges in sustaining its attractiveness as an employer, as evidenced by high staff turnover, inconsistent operational procedures, and a need for robust internal communication frameworks. Combining these challenges results in a weak employer value proposition, which hinders the municipality’s ability to attract, engage, and retain the skilled workforce needed to ensure high-quality service delivery to the community. These factors collectively present a formidable obstacle to the municipality’s long-term strategic goals.
This study employed a qualitative methodology, integrating semi-structured interviews and a SWOT analysis to explore Zuchwil’s internal dynamics. The SWOT analysis uncovered critical insights into the municipality’s strengths, weaknesses, opportunities, and threats. These findings provided a solid foundation for formulating strategic recommendations to enhance Zuchwil’s attractiveness as an employer. The study addressed immediate challenges and long-term improvements, ensuring the municipality’s sustainable development and competitive positioning in the job market.
The study reveals that the Municipality of Zuchwil can significantly improve its standing as an employer by implementing strategies to address identified problems. Key recommendations include the standardization of recruitment and operational procedures to ensure consistency and fairness, the development of a comprehensive internal communication strategy to enhance transparency and employee engagement, and the enhancement of employee benefits, workplace environment, and job satisfaction. These measures are projected to generate substantial benefits, including reduced employee turnover, higher levels of job satisfaction, and a more engaged and motivated workforce. By cultivating a cohesive organizational culture and addressing the current gaps, the municipality is poised to become a more competitive and desirable employer. This transformation will bolster the municipality’s reputation in the job market and ensure the retention and attraction of top-tier talent, which is crucial for sustaining high-quality service delivery to its residents. Ultimately, these strategic interventions will contribute to the long-term success and sustainability of the municipality.
