Development of an Employee Value Proposition for an organization within the public administration

An organization within the public administration is struggling with the recruitment of female workforce for their IT department. This leads to the question of how can the organization attract more women into their IT department?

The primary role of the organization is to guarantee the IT infrastructure, which is ensured by employing highly skilled employees in the field of information systems (IT). As roughly half of the world's population is female, input and feedback with information systems by women are extremely crucial and of utmost importance.
The approach was to determine the employee value proposition of the organization. Shortly after the research question has been developed and the methodology has been discussed, the following approach has been chosen. By utilizing semi-structured interviews the unique features, strengths, and preferences of the employees were determined. In conjunction with the employee value proposition framework of Trost. Hence, the interviews have been used to identify the strengths and preferences of the employees. The thematic analysis was adopted as a guideline to determine the EVP of the organization.
During the Interviews, several interviewees have mentioned that Google and Die Mobiliar are preferred employers in the IT sector. Therefore, comparing Google and Die Mobiliar with the organization the EVP was concluded to be the purposeful work that the employees can identify with. This, in essence, is the employee value proposition of the organization. Women need to see a real purpose to their job in order to maximize productivity and motivation. Subsequently, having a purpose is a good motivational driver for women in the workforce. By utilizing the EVP and communicating in a clear way, the organization would be able to significantly increase the number of female applicants for the organization within the public administration.
