The FTE (Full-Time Equivalent) planning process at Cablex AG faces several challenges that hinder its efficiency and data quality. Due to insufficient data quality, the financial planning exhibits inaccuracies that require tedious post-adjustments disparities arise between the planned and actual results. The existing FTE planning tools, primarily Excel and SAP extracts, do not meet the desired balance between data quality and effort. The objective of this thesis is to develop and present change recommendations for cablex AG to implement and improve their existing process.

To achieve the desired objectives, the existing FTE planning and budgeting process at cablex AG is analyzed and then compared to two existing FTE processes at different companies. Additionally, a market research survey is conducted to develop and present high level insights into the FTE planning and budgeting process at many different organizations. With the knowledge gathered, change recommendations for process design and software are developed and presented.

The process analysis resulted in the realization that the process design and the software used to plan and budget cablex AG's workforce could be enhanced. In addition, the survey results found that most companies are somewhat dissatisfied with their current process, over half of the respondents use Excel as their primary planning and budgeting software and the companies that do put up the effort to implement either SAP or a self-developed solution are generally more satisfied than the ones who do not. The resulting change recommendations include detailed process changes and software solutions to improve and optimize the current FTE planning and budgeting process derived from the data and information gathered. The recommendations formulated provide a catalogue of potential changes that cablex AG can choose from depending on feasibility and ability to change. In addition to the recommendations, the detailed FTE planning process analysis of cablex AG and two other companies can serve the company as the basis for a requirements documentation in the case that they want to develop and/or implement a new software solution.
