Digitalization has been a major topic in the Swiss cantons for several years. The cantons have taken different approaches to this and have positioned themselves differently in their strategies, structures, processes, and other supporting resources.
In this master thesis, a standardized and therefore canton- and organization-independent model as a guideline for the cantons was developed based on experiences and models from the different cantons on how digitalization can be accelerated by the business and implemented following the regulations. Different elements e.g. roles, supporting resources, and services are addressed in the model and allocated to the different organizations of a canton based on the experience of different persons in according roles and literature on the existing models of different cantons.
In the end, the model developed in this thesis was evaluated in interviews with experts from the cantons, which showed, that a successfully validated approach was elaborated in a draft version of how cantons can position themselves to digitalize services more accelerated and more compliant. To use the model successfully, further areas need to be added or deepdned and the existing elements need to be refined and verified by the relevant experts. However, the developed model can be used as a basis for discussion for corresponding efforts in cantons and offers a concrete idea of how digitalization could be better implemented.
