The main objective of this Master Thesis was to examine whether it is possible to create an organisation-independent model for the structuring of IT and digitalisation in cantonal administrations that enables a standardised procedure by creating a model as an artefact.
In Switzerland, the goal of implementing e-government solutions is omnipresent in public administration. However, the success to date is unsatisfactory compared to similarly developed nations and neighbouring countries. In the decentralised Swiss administration, organisational and methodological issues pose a challenge. Many similar organisations struggle with the same challenges and try different solutions, which leads to low standardisation at different levels.
As part of the research, the relevant elements such as roles, organisations, tools and IT offerings were identified and disrobed in a concept of a model, with the goal that this concept could be applied in the various cantons in Switzerland.
The model was then reviewed with various experts at different levels, further developed and finally evaluated to determine whether such a model can be successfully created and introduced. The thesis that the creation of such a model is possible was confirmed in the work, while creating a foundation for such efforts with the creation of an early stage of such a model.
