Critical Success Factors for Establishing a Whistleblowing System at a Higher Education Institution

Establishing an effective whistleblowing system in higher education institutions (HEIs) faces challenges due to cultural barriers, resistance to whistleblowing, and other obstacles. This study focuses on the University of Applied Sciences Northwestern Switzerland (FHNW) to examine these obstacles and identify critical success factors for a blockchain-based whistleblowing system. Using a mixed-method approach, combining empirical content analysis with design science research, a framework and process are developed. Qualitative analysis serves as the primary method for examining the critical success factors of the whistleblowing system. The study aims to identify and justify these critical factors for successful whistleblowing systems. The purpose of this paper is to assist the FHNW and other similar HEIs in implementing and embracing whistleblowing systems. By considering the ten critical success factors, the implementation of the whistleblowing system can enhance educator, staff, and student satisfaction, while fostering integrity and a culture of trust.
